DISTRICT OF COLUMBIA URBAN DEBATE LEAGUE

BOARD MEMBERS

Clarence Davis, the Public Records Administrator/Historian for the District of Columbia government, is responsible for documenting the history and preserving the institutional memory of the District government.  His career spans more than 33 years in historical research and archival management and he is a founding member of the National African-American Archives and Museum.  Mr. Davis holds a Bachelor of Science degree in History/Social Science, a Master of Arts degree in Education, and a certificate in archival management from the Archives Institute. He has written widely in the area of archives management, historical records, the records of African-American churches and the genealogy of the African-American family.  Mr. Davis is an adjunct professor at University of the District of Columbia where he teaches the History of the District of Columbia.  He also serves as the Chairman of the District of Columbia Historical Records Advisory Board and is the State Records Coordinator for the District of Columbia. Additionally, Mr. Davis serves on the board of directors for the Thurgood Marshall Cultural Heritage Center.  Mr. Davis’ term expires in July of 2010.

Ur Aua Hehimetu Ra Enkamit has served as the Chairman of the Board of the Kamit Institute for Magnificent Achievers Public Charter School (KIMA) since its inception in 2000. Also a teacher at KIMA, Mr. Enkamit brings 25 years of DC government experience to his role as a high school teacher. As Paramount King of the Ausar Auset Society since 1975, Mr. Enkamit is responsible for Ausar Auset activities, including spiritual training, educational programming and business development. He is a graduate of Howard University holding the Bachelor of Arts degree in African American Studies and a Master of Education degree.  Mr. Ur Aua’s term expires in July of 2010.

Dr. Shiela Harmon Martin is Chair of the Department of Urban Affairs, Social Sciences and Social Work at the University of the District of Columbia where she supervises the faculty of six (6) academic programs.  She is a Professor of Political Science who has spent her professional career as both a teacher and practitioner of the discipline.  As a teacher, Dr. Harmon Martin has focused on the areas of American Government, Black Politics, Black Women and Politics, and Public Policy Analysis.  As a practitioner, she has held positions in the federal and district government in the areas of public policy analysis, civil rights, international affairs and protocol. Additionally, she has volunteered in political campaigns of both local and national candidates.  Dr. Harmon Martin has managed and conducted grant-funded research projects as both a principal investigator and research associate.  She is actively involved in both professional and community organizations.  Dr. Harmon Martin serves as Vice Chair of the DCUDL Board of Directors.  Dr. Martin’s term expires in July of 2010.

Eve Runyon is the Project Director of Corporate Pro Bono, a national partnership project of the Association of Corporate Counsel and the Pro Bono Institute and the premier resource for corporate attorneys interested in doing legal pro bono work.  Before joining CPBO, Eve worked for over five years as a lawyer at Skadden, Arps, Slate, Meagher, & Flow in Washington, DC, where she represented major U.S. electric, gas, and pipeline companies in matters before the Federal Energy Regulatory Commission and federal and state courts. While at Skadden, Ms. Runyon participated in the Skadden Loaned Associate program, a seven-month externship program with Legal Aid Society of the District of Columbia.  At Legal Aid, she served as lead counsel in child custody, child support, domestic violence, landlord tenant, housing, and public benefits cases. A graduate of the University of Virginia and Yale Law School, Ms. Runyon is a member of the DCUDL Board of Directors and her term expires in July of 2008.

STAFF

Colin Touhey, DCUDL Executive Director, spent six years as a teacher at Cardozo Senior High School in Washington, DC, prior to joining the DCUDL. While at Cardozo, Mr. Touhey served at Chair of the English Department and coached several successful debate teams.  After graduating from Regis High School in New York, Mr. Touhey attended Tulane University in New Orleans and then received his certification to teach secondary school English from the University of the District of Columbia.  He is currrently completing his MA in Composition and Rhetoric with the focus of his thesis being the use of classroom debate to teach composition.  He has served as the DCUDL Executive Director since May of 2005.

Laura John-Toussaint, DCUDL Tournament Director, started debating in 2002 with the DCUDL as a sophomore at Cardozo Senior High School.  After winning back-to-back League championships, Laura went on to debate for the University of Oklahoma, where she was a multi-tournament winner.  Laura served as an assistant debate coach at OU before returning to DC to continue her education in Mass Communication.  She is currently at the University of the District of Columbia, helping to establish the UDC Debate Society.
